Executive summary

Event compliance in Kenya is run by more than one agency. NEMA sets national noise and vibration rules. County governments enforce public nuisance rules and issue local permits. The private security sector is regulated by PSRA. Safety and food hygiene are covered by the Occupational Safety and Health Act and the Public Health Act.

Many Nairobi permits are paid through the Nairobi eServices portal. Keep digital receipts ready on event day.

NEMA sets national limits and issues licenses when events will exceed the limits.

Nairobi County can act on noise or disturbance that affects neighbors under the Public Nuisance Act.

Security licensing

Private security firms must be licensed by PSRA under the Private Security Regulation Act.

Workplace safety

OSHA applies to workplaces and covers safety duties for venues and suppliers.

Food hygiene

The Public Health Act guides food safety, sanitation, and hygiene standards for catering.

When a noise permit is needed

If your event plan includes amplified music, large speakers, or generators that may exceed the limits in the NEMA regulations, you should apply for a noise license. The Nairobi County government can also act on disturbance under the Public Nuisance Act.
